Panchayat Samiti College, Jhumpura, is one of the premier Non-Government Aided Colleges of Keonjhar that stands by N.H.-215. It was established in 1987.〔(Panchayat Samiti College, Jhumpura, Keonjhar )〕 It owes to its birth, growth and nourishment to many people including the late Chhotray Majhi (Ex-minister), the late Chhitaranjan Behera, Ex-Sarapanch, Jhumpura G.P. and Member of Z.P., Sj. Sarat Chandra Behera, the late Jagabandhu Sahoo, Sj. Kailash Chandra Behera and Sj Sachitra Mahanta, Ex- Chairman, Jhumpura Block. A new chapter in the history of the college started when the Government. of Odisha accorded concurrence to +2 Arts stream from the session 1988-89. The CHSE, Odisha, Bhubaneswar accorded affiliation to +2 Arts stream in the year 1989. Further the Government of Odisha accorded permission for +3 Arts in 1990, 1st temporary recognition in 1993 and 1st temporary affiliation in 1992. The Government of Odisha gave recognition for increase of seats in +2 Arts in the year 1992 & CHSE, Odisha granted affiliation in the year 1993. Further the College got first temporary recognition for opening of Mathematics and Sanskrit in Degree in the year 1997 and Utkal University accorded first temporary affiliation for those Subjects in 1998.〔http://www.pscollegejhumpura.ori.co.in/brief_history.htm〕 The college made progress when the Government of Odisha permitted the opening of +2 Science in 1993 and recognized in the year 1994. The CHSE Orissa allowed temporary affiliation to +2 Science in 1998. Further, the college attained permanent recognition from the Government of Odisha in +2 Arts, +2 Science and +3 Arts in 2004 and permanent affiliation from CHSE, Odisha and NOU, Baripada in 2005.〔http://rtiodisha.in/Pages/printAllManual/office_id:3831〕 The Government Junior Vocational Stream which was functioning in Jhumpura Boys High School merged with the college in 2003. The Government of Odisha further gave permission for opening of +3 Arts (Honours ) and +3 Science from the session 2010-11. The college set into another era of history in 1994 when it received direct payment (G.I.A) from the Government of Odisha towards the salary cost of both teaching and non-teaching staff members. Some of the staff received block grant according to the 2004 grant- in- aid policy of Government. of Odisha. The remaining staff are eligible to receive block grant under 2009 G.I.A. Policy of Government of Odisha. The College too was included in 2 (f) and 12 (B) of the UGC Act, 1956 in 2006 and 2007 respectively The College possessed 5 acres of land of its own.〔http://www.pscollegejhumpura.ori.co.in/brief_history.htm〕 This College plays a vital role in imparting education in a Tribal Sub-plan area to meet the challenges of the 21st Century through dissemination of knowledge and values.
